There's Auli and Chopta in Uttarakhand . Jalori pass, Shimla, Khajjiar, Triund, Kufri, in Himachal.

Safe option in Himachal will be manali only but chances of getting snow in december is bit less... Getting to lahaual spiti will be bit risky In Uttarakhand, auli, chopta will be good destination. You may find snow there.
