Hi Rahul. February is still cold in North. And so that you don't get bugged because of the fog and less or no sun, I would suggest that you do the hills. Ofcourse Uttarakhand and Himachal are the two states that you'd have a choice amongst, I would suggest to consider visiting slightly off beat, not so touristy places. Kausani, Bhimtal, Mukteshwar, Landsdowne, Lohaghat, Abbott Mount, Chakrata, Dhanaulti, Pehelgam might be good. Incase you would want to avoid the hills, you may consider Varanasi, Agra, Mathura, Amritsar + Wagha Border, Haridwar + Rishikesh (religious and quaint)
If you are looking for mountains then go to Uttarakhand or Himachal Pradesh. ( Manali, kullu, Rohtaang....)
Or for some landscape view try Spiti in Himachal Pradesh.

In the month of February you can visit 1 Delhi, Agra , Jaipur golden triangle. Manali , Shimla Dalhousie, dharamshala, Amritsar
Haridwar, Rishikesh, Dehradun, masoorie
