Flights to Paro are very difficult to get your hands on. Instead, fly to Bagdogra. And cross the border by road at Phuntosholing. Here is a nice itinerary: Day 1 : Arrival in Bagdogra. Drive to Phuntsholing. Overnight. Day 2: Phuntsholing to Thimphu. Sightseeing. Overnight. Day 3: Thimphu sightseeing. Overnight. Day 4: Thimphu to Punakha. Overnight. Day 5: Punakha and around. Overnight. Day 6: Punakha to Paro. Overnight. Day 7: Full day reserved for Tiger's Nest. Overnight. Day 8: Paro to Ha. Overnight. Day 9: Ha sightseeing. Overnight. Day 10: Ha to Phuntsholing. Overnight. Day 11: Phuntsholing to Bagdogra airport.

Below is the tentative itinerary of the Bhutan trip I've planned for this May. Flights till Bagdogra and cab from bagdogra to phuentsholing(~4hrs) where you can get your permit from bhutan(note - permit office is closed over the weekends). Day 1 - reach phuentsholing and get permit and chill, overnight at phuentsholing. Day 2 - sightseeing in phuentsholing, places to visit - karbandi monestry, zangtho perli lhakang. leave for thimpu(~4hrs drive). overnight at thimpu. Day 3,4 - Explore thimpu, places to visit - changangkha lhakhang, takin preserve, tashichho dzong fortress, dechen phodrang, kuensel phodrang. get extended permit (original permit is only for 7 days) leave for punakha(~2.5 hrs drive). overnight at punakha. Day 5,6 - explore punakha, places to visit and activities - river rafting, dochula pass, suspension bridge. leave for Paro (~3.5 hrs drive). over night at paro. day 7,8,9 - in paro, places to visit - tiger's nest, drugyel dzong, kila goenpa, kyichu lhakhang and then leave for phuentsholing and then to bagdogra and get in your flight back home. You can take a direct flight to Paro from Bangalore. Then you need to take the Permit there. Or You can Take a flight to Kolkata. And from Kolkata, you need to go to Hasimara by rail. Then take an Auto from Hasimara to Phuntshoeling. In Phuntshoeling, you need to take the Permit to enter Bhutan. With that Permit, you are allowed to visit Timphu and Paro only. If you want to go ahead to Punakha, then again you need to take permit in Timphu. It's the cheapest way. Places to see in Timphu:- Cheri Monastery, National Memorial Chorten, Tashichho Dzong, Buddha Dordenma Statue Places to see in Punakha:- Dochu La Pass, Punakha Dzong, Chimi Lhakhang Places to see in Paro:- National Museum, Paro Dzong, Kichu Lhakhang, The Tigerā€™s Nest Hope it helps.
