Train is most economical mode of transportation. You can take a train to Chennai and then from there to Pondicherry. You stay there at Hostels/Hotels for as economical as 350-450. You can get around either by renting a bicycle or bike. Avoid fancy cafés/restaurants if you're bent on saving money.

Take a local train from Tirisulam Railway Station (cross the road from the domestic airport, take underground subway straight ahead 10 mins walk) to KoyamBedu Bus Station (CMBD) The price would be ₹5 or ₹10. Travel time : 20 mins Note : Dont take the Metro as price will be higher (₹ 50) Take a bus (green yellow color) from CMBD to the Pondicherry Bus Stand (You are now close to the Tamil Quarters of Pondicherry). Travel time : ~ 4 hours Take a sharing Rickshaw (₹5) per seat to be left close to the area of Pondicherry close to the Pomerade shore (Bay of Bengal).
