Hello...we just came back today from chopta. You can get your kit from rishikesh or kund village. Vodafone is good to go there or BSNL.

You can find local made shoes there... i seriously doubt that you will find any brand or known shoe maker there.... you will get mobile network in most of the part... and internet speed is also decent..

Yes, trekking shoes are easily available there. And talking about mobile network, there will be problem while establishing an uniform network, fluctuations happen a lot.. Though, while trekking to the Tunganath, you might get full network at some places... Happy Trekking, Enjoy!

They will be but cannot guarantee about quality, especially of shoes. Better you carry yours or buy at Decathlon Dehradun.

I am not sure about trekking shoes but you can definitely get snow boots. And, I bet you that they will definitely come handy. Mobile network is all right, though not sure about Jio as it had not launched it services when I visited to Chopta- https://www.tripoto.com/trip/bikers-bliss-chopta-5a0c81220872d
