I visited Leh again in September 2018 and saw few rental shops on Tukchaa Mains road but none of these shops were open in Winter. There are few army canteen shops which sell really good items to keep you warm for the chadar trek including socks, gloves, thermals, balaclava, gum boots etc. These are personal use items and are available at good reasonable rates and i would suggest you to buy them. These are one of the few shops which are open in winter. Regarding jackets, it is better you rent/ buy before arriving in Leh or check with your chadar trek organizer if they can help you out. I had gone fro my chadar trek from a local agency and they were really helpful in arranging down jackets for the trekkers. And the entire trek arranged by them was awesome.
