Yes definitely you can... there are 2 ways to reach spiti velly 1 --- from the manali side. 2 ---- from the Shimla side. from these both sides you can get buses till spiti velly. Distence almost the same. and in April roads will be open most probably.

By bus from Shimla and Manali you could reach Spiti valley By train from Chandigarh you could travel to Kalka then take Shimla toy train and then again by bus reach Spiti. One thing is you have to check if these trains are operating.
