In general up to third week of July, monsoon is not in full fury. So, you can easily travel to most of lower Himachal and Uttarakhand. But, still, Kumaon is something that I will suggest. You can visit Binsar or Kausani or Gwaldam area for some nice, and calm experience amidst nature.
