Kullu manali and rohtang pass is better option as even in june and july u can feel mount breeze and can see snow cover mountains... and for solo trip there is no need to worry as the people of HP are very educated and calm in nature.

As you are looking for ajune July means some.rainny seasons so i would suggest like Ooty, Munnar, Pune, Jaiselmer, Manali, Darjeeling.

Udaipur, Jaipur, abu, Ooty or coorg would be good options....if u want to enjoy monsoons, than Goa is the best option

Try the North East. While language might be a barrier, the people are friendly and helpful. It's relatively safe for a solo traveler too. Plus, the beauty is unbelievable
