Goa is well connected from major cities via train. Book a train ticket. If it's a solo trip. Book a decent hostel. Many options are available for 250-600 Rs/- per night in shared dorm. If you know how to ride a bike. Rent a bike. It would cost 300-400 Rs/- per day. Food is not an issue in Goa. All options are available. Enjoy your trip.
Hey, Its too easy and 15k is more than enough for 4-5 days. You can book great resorts in around 1k per room per day and travel cost will be 2k. After that you can manage food and some party there easily.

You can travel Goa in less than 10k. You can stay in amazing hotels with a beach side view and hire bikes for 2 days that will cost you 800. You can go to different restaurants and discover beaches and cover almost everything is Goa in less than a week.
Yes instead of staying in Hotels, stay in hostels. There are many hostels there. I think Backpacker Panda costs 200-250 a day and it'd nice. That way you'll be saving a lot.
You can , you can check Goibibo for hotel bookings ,sometimes within 500 u get amazing hotel stays for a days and in areas like baga and Candolim and Anjuna . so your staying would come upto 2k and the remaining if you hire a bike which is 300-500 Than also you have saved the rest 10k for hogging , trekking , water sports and booze ,So you can actually enjoy Goa within that price range . Unless you are not looking for extremely high rated accomodation. it sounds achievable
