I just returned from Rishikesh, and it is a superb place for river rafting, bungee jumping, trekking,. fox fly, kayaking, bungee swing in budget. take your time for each activity. there are so many offices that handle these activities but bargain is the key. in manali, you can enjoy paragliding, rafting or sking. in my knowledge Shimla have many sites for sking too. in Nainital, we have done kayaking and paragliding.
You can go for Haridwar-Rishikesh-Derahdun-Mussouri.. if you want to experience some adventure sports, then you can try Bunjee Jumping,Flying Fox, River Rafting at Rishikesh. Haridwar - Spiritual City Rishikesh - If you love adventure then you have to go Rishikesh. Derahdun - As we know as Doon or foothills of Himalayas.. Mussoorie - One of the best hill station in India

2)Snow Mountains : North Sikkim, Kashmir

You can go to meghalaya which is a good option for December for couples. and if you want to explore a snow covered destination then go for kasol, spiti but they are extremely cold in December so maybe you can wait for a few months and go in march
