Hi Krishi, September is not an ideal time to visit Valley Of Flowers because there won't be any blooming flowers at that time. Instead of Valley Of Flowers, you can explore the following places in Uttarakhand - Syalsaur - https://www.tripoto.com/trip/traveling-the-lesser-known-syalsaur-uttarakhand-1375 Munsiari - https://www.tripoto.com/trip/everything-you-need-know-about-this-unplumbed-paradise-of-uttarakhand-58a5a2a7202d7 Chandrashila - https://www.tripoto.com/trip/chandrashila-uttarakhand-271777 Hope this helps.

He Valley of Flowers is only open from the beginning of June until the end of October as it's covered in snow the rest of the year. The best time to visit is from mid July to mid August, when the flowers are in full bloom after the first monsoon rain.

Rishikesh is a good option but if you are planing for valley of flowers , I think you need to reconsider your choice and avoid going there . because of the heavy rainfall , trekking of valley of flowers is too dangerous
