Book your own trip it will be much reasonable and flexible 1. Firstly book your international tickets. You can fly from Mumbai/ Delhi to Dubrovnik .
2. Book accommodation on Bookng.com
3 Apply for visa . All detail you will get on VFS site
4 PLan a 8-10 day trip including Dubrovnik , Split , Hvar and Zagreb I did on my own last year and it was one of the best trip I ever had

As not many Indians normally visit Croatia you kay find it difficult to find tour packages from travels agency.. i guess you should plan it on your own for the best budget packages.. Accommodation can be searched on airbnb.. they are plenty of inexpensive apartments..
