Both have there magical places like in Himachal Pradesh I would recommend you for Tirthan valley and Jibhi and if you planning for trekking then only two names popped up in my mind Har ki dun and The Kedarnath trek. So choose wisely because both the places serve different adventure in December and enjoy your trip. Happy and safe Journey.
Hey Neelam, Both has its own charm. If you want to do adventure activities or trekking then choose Uttrakhand . Both states are big so you will need atleast 20 days to cover almost all state. Fo Himachal you may follow this route : Delhi->Chandigarh->Mandi(Prashar lake trek -1 day trek)->Parvati valley ( Malana,Tosh,Kasol,Kheerganga trek)->Manali(skiing,paragliding,rafting). For Uttrakhand you can follow this route : Delhi->Haridwar->Rishikesh->Dehradun->Mussuourie. Or go for Beautiful snow trek "Kedarkantha trek".
Uttarakhand is far much better than Himachal.
There is soo much in Nainital,Rishikesh,Haridwar,Landsowne,
Corbett than Shimla and Manali
Message me for details

For adventure lovers, they have Auli - the Ski destination, Rishikesh for water sports, Nelong - the less explored Cold Desert called the Leh of Uttarakhand which is known for off-roading. In addition, Mussoorie, Lansdowne, Pauri, Khirsu, Chopta, Binsar, Joshimath, Nainital, Munsiyari, Dhanaulti, Harsil, Kausani, Mukteshwar, Ranikhet, Almora, Chamoli, Uttarkashi and the Valley of Flowers are a few of popular travel destinations. Rajaji and Jim Corbett National Parks attract tourists in numbers and let them gain exposure into the wild

Himachal is Him(Snow) achal(Cover). Shimla , Manali, Kullu, Dalhouise, Dharamshala, Kasol(mini Israel), Malana the list is never ending. Old ancient Monasteries with historic rituals and practices. most of the himachal has an explored map,but for places like Tirund, Meclodganj, Tosh carry a portable tent and you are set for the journey. People smoking Pot around and friendly faces will cheer the youngsters towards a different society. You can actually make good friends and have a peaceful time. Skiing, snow will be always waiting in shimla from December end till February. Overall if you go to Himachal for a trip it will be a nice memory, but the Uttrakhand trip will be an adventure as most of it is unknown.
