Hi it's hilly reason, so snow packed mountains and roaring rivers are common. if you are searching a resort in Manali , Tall trees resort is quite good property in Dharampur manali adjacent to river Beas
It will be covered in snow everywhere. I travelled some 5-6 years ago in November. I wasn't able to go to rohtang because of snow. so in December I guess it would be covered in snow completely.

Of course it will snow covered but trust me it would be extremely beautiful... just roam in the city cafes like Dharmashala, Shimla n all.

Indeed great. There's nearly 90% chance to experience snowfall if you visit in the second half of December. And even if you don't you are bound to be mesmerized by the snow clad beauty. Christmas, lively pubs by river beas adds to the charm. But if you are planning to visit the heights like Rohtang pass then it's not the time coz roads are closed due to snow and at most you can go up to kothi viewpoint.
