You can visit Bhutan without a passport and visa but you need a valid Adhaar Card and you will do the immigration formalities once you reach Phentsoling

Now a days there are so many countries are offering Visa on arrival for india but passport is must. I per my knowledge only bhutan and nepal are the only countries who allow tourist without visa and passport. But once you enter in those countries you need to follow the documentation process.
