If you start from Manali, you can enjoy Rohthang pass and after visiting Leh ladakh you go through Zozilla pass. You may find Drass also on Zozilla pass. The best you are planning.

The bike rental guys in Manali will get you your permits or you can always stand in queue for 2-3 hours at the permit office (ask anyone about its whereabouts in Manali). You have to cross the first check post which is Gulaba (just before Rohtang) on the day of issue of the permit only.
Reach and stay the night at Sarchu. Leave next morning and reach Leh city. You need permit to go to Khardungla pass, Nubra valley and Zanskar. Ask the locals if you need one for Dras (when we went then it wasn't required for Dras). Now you can either go to Dras (Kargil), either stay the night there or keep going ahead and reach Srinagar and stay there. If you stayed in Dras then you can reach Sonmarg and stay there. From Sonmarg you can easily reach Delhi the same day otherwise you'll have to stay in Chandigarh.
It will take around 10-12 days if roads don't block.

No permit is needed but yes when you go pangong lake or kardungla pass etc from leh if u planned thn yes you need permit and that you can get easily from leh office or few travel agents are thr who provide same .. and i would suggest try to return via manali route and complete the circle .. that route is awesome ..
