You can actually check for budget tours on TripAdvisor and Hello Travel. They have quite a few options and depending on your dates. Package will definitely be cheaper for so many spots. You don't need a guide but traveling on your own to each spot with family from your hotel will be much easier through a planned package. Otherwise you'll have to worry about travel within the destination a lot.

Hi anoohya First of all your choice of places are very good. You can plan by yourself buf the tricky part is that as there so many places included u need to manage the hotel and other bookings by urself. But in case if a delay happens at any place or you are stuck in any place the remaining bookings will go waste and trip may go in jeopardy so its better to go for touring agent. Hey Anoohya, You can follow this itinerary : Day1 -Delhi sightseeing ( Red fort, Kutub Minar, Akshar Dham, Prantha Valli Gali, India Gate at night) Day2 — Delhi to Agra via bus or train. Agra sight seeing ( Agra fort, Taj mahal). Day3- Agra to Fatehpur sikri (35 km) by bus. then return to Delhi Day4- Delhi to Pathankot via Train. From Pathankot to Dharamshala by bus. Day5 — Dharamshala sight seeing ( Naddi,Bhagsu, HPCA cricket stadium) Day6 — Triund Trek or Go to Dalhousie (Khajjiar) Day7- Dharamshala to Manali Day8 &9-Manali Sight seeing Day10- Manali to Shimla Day11 &12 Shimla sight seeing Ideally it will take approx 12-14 days to cover all the places you have mentioned. But can remove Fatehpur Sikri and Delhi sight seeing if you are unable to expand your trip duration. If you want to wander like a real traveler then self planing is better and it would be less costly too.
