I have recently visited Andman & Nicobar Islands. And it is a beautiful place, Radhanagar Beach in Havlock island is counted in 7 best beaches of Asia. Budget - Travelling to Bali or to Andman, it will cost you almost the same. Connectivity- Connectivity is an issue in Andaman, road transport isn't well connected. You will get a ferry from Port blair to travel to most of the islands. There is one Govt. ferry which runs twice a day if I'm not wrong. And then there is one Private one called Macruz. I travelled in the private one so cant tell you about the Govt. ferry much. Macaruz is a little expensive though. Bali - There is no connectivity problem in there, you can get a cab from almost any part of the town. If you're travelling to Havelock, then you should rent a bike there. You'll get it at a minimal amount of Rs 400/Day. This will make your travel easy. Overall Andaman is a great option if you want an escape from the social life, WiFi is not good so you won't be able to use internet most of the time. And there are no signals on the islands hence you're not connected with the outer world. But yes if you have BSNL then you wont have an issue. Bali is blessed with nature and all the other necessities one can ask for. Hence, I would prefer Bali over Andaman.
