This is monsoon season. if u r going to paragliding and trekking so book online before going because it may be closed due to monsoon. u r going for seeing scenic beauty and Buddhist culture then u can go.

Yes September month is a good time to visit , you can visit the Dharamshala as well , but I think you should avoid it for now because of heavily rain fall in Himachal.
