Yes it's okay to travel in march, it's colder in the morning and night though..
i will suggest to travel in April 2nd week.

Mid April to May will be a better climate. The weather can range between 18 degrees to 5 degrees approximately . I am guessing you will get goo deals during March as Jan-March the tourists are less.

April is the right month as you can see the tulip festival in Istanbul. It will be a little cold in March.
