Hi Prasanna, September to May/June is the best time to explore Kasol, avoid the monsoon season for Himachal. From December to early March you'll find snow in Kasol, so you can choose your time accordingly. Stay and food in Kasol is pretty cheap, you can get homestays and hostels for as low as INR 300 per night. An HRTC AC bus will cost around INR 1200 one way from New Delhi.
October to June is best time to visit kasol. Because after monsoons the place becomes greener and vibrant. Kasol is the one of the cheapest place. You can easily get a room of house to stay under rs 500 per night. Most of the people go to kheerganga or malana trek from there. Both of the places are very beautiful but require trekking. You can get a bus from Chandigarh to kulu and the take a bus to kasol. total budget for 2 days will be around 2500-3000 from Chandigarh.
Any time except monsoon is a good time to visit Kasol. I would advise checking with a hotel or cafe there to know the exact situation as roads often close up during rains. As for budget, you can go anywhere from Rs 5,000 to 20,000 depending on where you stay and how you travel around.

If you are enthusiastic to see snow then January to march is the best season to visit kasol , malana , tosh ...while if you are looking for some trippy weather June end to September starting are best . Clouds come down , rivers are to their best flow , weather is at its best . considering cost i will tell cost taking you start from city Chandigarh. By bus kasol will cost around 450 in regular bus and upto 2000 in Volvo. While stay in kasol is not very costly you can easily get a room for 24 hours in 300 but range goes upto 2500 according to your comfort preferences , if you go in June n July then food will be costly, while in all other months the costs are genuine. Trekking nearby like malana or tosh may cost very little.
So your expenditure is very flexible if you want it can be around 2500 to 3000

Considering you are in Delhi now, you have to take a bus to Kullu or Manali and get down at Bhuntar ( a town in Kullu district).
You can opt Volvo that can cost you around 10001200 or HRTC buses which are less comfortable but half the price. The cheapest bus that will take you to Bhuntar costs around Rs. 700.

Now from Bhuntar to Kasol, you will find regular buses that will charge you a maximum of Rs. 100. (Forgot the exact price but this is the maximum you will be paying)

I was there on July considered to be the best time to visit, Greenery was everywhere, light rain to add thrill and river Parvathi was at her best roaring all the time.
I was at one of the best cottage for 4 days and we were 2 person, we spend 8500 in the cottage including food, Travel was 850 per head in Volvo from Delhi majnu ka tilla.
on an average 6,000 would be sufficient per person in a luxurious way.
I was at Bricks and Wood Cottage, its barely 140Mts away from the River bed.
