Thats a good idea to visit Himachal/Uttrakhand during the time when entire states feels like Summer is eating them. Himachal is generally know for kullu manali n more trekking places so thats can be the major attraction to visit whereas Uttrakhand has beauty in its every district like dehradun has waterparks+mousurie Rishikesh has bungee jumping, cliff jumping, rafting camping trekking and many more haldwani naninital and other kumaoun region consist of lakes and hills where you can spend a quality time.. Garhwal region is main devbhumi region where ypu can have a amazing experience of trekking+ visits to Chardham.

Ask him / her to travel himachal solo and we will meet so many unknowns and be frnds with them... ask him to stay at hostels, hostel stays makes your lot of new frnds...

Tell her to stay at backpackers hostel they are based on this concept only i.e. where travelloers come and share their experiences and make friends. Zostel is one of the popular backpacker hostel accommodation you can recommend that to your friend
It'll be a great plan.. but I'd like to suggest, please go solo for Himachal or Uttarakhand. It will be an amazing experience.. Cost will be little bit high, but you can meet so many unknown persons..

Stay at hostel in himchal /uttarakhand and he can finds solo travllers or groups from the hostel and then plan to go along with them there.
