You can go to Assam,ooty or coorg which is Scotland of India and yes you can go goa also bt that will be more costly because of new year, sunburn etc.

Its depend upon where are you from ..if you are from North then AGRA,Jaipur ,is best if you ate ftom south then go to karnataka like Hampi etc
you can also go for lonavala ,mahabaleshwar near south west

If you are like winters and don't mind snow, you can visit a lot of places like Auli, Manali, Dalhousie, Shimla, Kinnaur, all of them look different under a blanket of snow. You can opt for winter treks like Chopta, Parashar Lake and Nag Tibba. If you want to visit warmer places you can head to Rajasthan, Great Rann of Kutch, Goa, Kerala and Andaman

Gokarna is a perfect laid back place to chill.
Kheerganga if love adventure, mountains and cold.
Meghalaya if you want to experience the unadulterated and untouched nature. You'll see crystal clear Dawki river and heaven like living roots bridge.
Goa, of course.
Pondicherry for the most beautiful beaches and French architecture. Jaisalmer for the gold sand and royal havelis

Goa is On in December. There is Sunburn festival on the 27th of December and you can have many New Year eve parties too.

I would suggest to book some good adventure trip vacation though Sunny's world and enjoy your bachelors trip fully with your friends.
