Don't know about himachal but I've been to Uttarakhand, twice this month, all you need is a pass, there are 3 check post, one in moradabad, one at Kashipur and one at mohan, you'll need to show them pass and they will pen down your details like vehicle no and all , that's it.

Uttarakhand can be easy but Himachal Pradesh i can't say cuz hotel association don't want to open hotels
