Difficult to Say but Ladakh is always my first love😊😍 Both the places are safe provided you choose the right season, follow start early reach early logic and take adequate cloths depends on the weather. Both the places are really not the place to show off your driving skills if you are self driving and also do follow the suggestion and tips given by locals and Army men and just keep calm and you are good to go 👍

Spiti and Leh both are beautiful, safety depends upon the time in which you are planing your trip.
Mid-September to Mid-October (for leh)
This is one of the best seasons of all for visiting the amazing and picturesque locations of Leh and Ladakh. The entire place is imbued in wonderful colors in all their glory right up through the Srinagar-Leh as well as Manali-Leh roads. After monsoons, the level of the flowing waters recede too much and the weather is dry with a beginning chill and occasional snowfall. Moreover, the road conditions are better and the maintenance work is also settled by this time. Various water bodies surrounding the location turn aqua blue and the place starts exuding astonishing beauty. Raid-De Himalayas Rally opens up and can prove to be a bit disturbing for regular travelers. While some camps at the site have packed up and closed some continue to provide facilities still. Overall, to witness the real beauty of the place, this is just the right span to pay a visit. Spiti:-
The best time to visit Spiti largely depends on the route you wish to take. While one is via Manali: Manali – Rohtang Pass – Gramphu – Chattru – Kunzum Pass – Kaza (Spiti Valley); the other one via Shimla – Kinnaur Valley as Shimla – Kinnaur – Nako – Sumdo (Spiti Valley) – Tabo – Kaza.
September to mid-October:- The autumn season make Spiti absolutely colorful with lush green trees, orange leaves, aqua clean waters and white snow in the background, making the valley, a beauty. The mornings and evenings are quite cold with temperatures going to 2-3 degree Celsius while the days are pleasant. Do not forget to pack woolens. If you are a snow-lover, this might not be an ideal time for you. Try to confirm the weather conditions before making plans as sometimes Kunzum pass starts getting snow as early as September.
