I would suggest go with by own no need of package required because nothing is too costly there. Good reasonable hotels are available easily. Also for camping you can opt for package around Rs 1800..2000 including rafting.

Best is book zostel rishikesh hostel.. N go fo rafting, nearby trekking places, visit Beatles ashram, Attend aarti at triveni ghat, bungee jumping and some early morning yoga classes at bank. Of river ganges
