Best time is July to August as Valley of flowers will remain open from June To Mid October only mainly. Around 5 days from.Delhi is required including travel. You need to take the buses till Govindghat and then after only trek. Budget will be 3000 to 4000 is fine if you are travelling with public transport.

But July to August is famous for Valley of flowers almost after rainny season the blossoms are there.
