Well as per the govt and local vaishanov devi is in safe area as this area located in jammu and near katra so according to the govt and other sources of mine told me that tension and shut down in kashmir region not in jammu southern part so feel free to go without any fear and as the local they wait for tourist to come so u have great chance to do negotiation as they are wiling to give u thier hotel the reason u know very well .
