I would say November to February. The weather is pleasant during these months otherwise it is pretty hot and humid there being a coastal area.

Definitely winter because during summer the heat is unbearable and during monsoon you won't be able to enjoy everything.

It's actually anytime, people do suggest not to travel in summer and monsoon, but monsoon adds different charm to Goa and also, it's always warm in Goa, so doesn't make too much of a difference

Best tourist period is from October to March. However, Goa will not fail to surprise you in other seasons as well. Depends on how you like it.

Oct to feb is the best time and peak tourist season for Goa however one can have amazing time in Goa in monsoons as well. However you wont be able to enjoy the water games in monsoon
