It entirely depends on where you want to travel. different countries will have different rules for visa. some may need prior booking of flights and accommodation, some may not. but as far as my experience is concerned, if you satisfy all the requirements of the consulate, you will get the visa. it just needs some meticulous planning.

You can block your tickets without paying anything through travel agent, once got the visa you can pay.
