I would say go to Uttarakhand. It wouldn't be as cold as Jan and you will get to see the beautiful snow-capped Himalayas and witness the clouds play in mornings and evenings. You can try Mukteshwar, Kausani, Kasar or Jageshwar. But if you are the mood for a beachy holiday then you can explore Gokarna and nearby beach cities. Happy Traveling! :)
