Any time New Zealand is best followed by palm beach, Dubai, Interlaken in Switzerland. Pattaya in bangkok also has Sky diving facility. Nepal also has sky diving. You need to be ready to spend 200/300 USD any where.

In India I would suggest Mysore or Pondicherry. If you want to go abroad Dubai will be worth your money

I would not recommend skydiving in India, for obvious reasons. However, places like France and Spain are the best. Great views, relatively cheaper and you can get a solo license too.
