although jammu & kashmir is levelling up.

Best travelers friendly state is Goa. It will give you feeling like foreign no cheating, cheap, same kind of behaviour with all and full privacy..... Himachal and uttrakhand are beautiful but ppl do cheating there as it has close proximity from Delhi
