Though I'm not sure about the cooking part. generally cooking and carry such stuff is banned to avoid pollution in such places. you can buy camping stoves and cooking kit at decathlon at reason prices
For Darjeeling- orchid lodge is the best. it's just 2 mins away from chowrasta and very reasonable. for peiling- it's best to stay in home inns which are very reasonable. hotel kabur is the best so far.

It's usually a 2 hours drive from Kuta region to Ulun Beratan temple. If you leave at 8am you will reach there around 10am. You can spend 1 hour at the temple till 11am and leave for Selfie Park which is 15-20 minutes from the temple. There you can spend another 1 hour from 11.30am to 12.30 pm at the selfie park & leave back for Kuta where you might reach around 2.30 pm. Explained keeping a 30 minute buffer period for you in case you need more time at any of the places.

If you are planning in April, definitely my answer would be NO. Cause it would be a long journey also the temperature now a days is going up and riding bike would not be the best choice, also this is off season for GOA but yes it would be the cheap.

The basic requirements you know about the permits and bike. keep in good contact with the people at homestay and when you take a break at yumthang valley for traveling to zero point. road to gurudungmar lake is not good so be little careful in that road, and you won't find any stalls close by so keeping in mind about the meals.
