In Bali, plan your stay near Jimbaran Bay which is the centre point from where you can commute to any place easily. Best things to do there are water sports, visit to see live Volcano, tea garden where you can enjoy extreme swings. Anaya resorts in Jimbaran Bay is another must visit place. Mid September, u can go to Goa, great scenic beauty. u can catch a flight to Goa via Mumbai or train to Mumbai then from Mumbai to Goa Jan satabdi very scenic views u will get if u take this train, then go to South Goa amazing beaches other North Goa beaches, baga, calangute, Anjum u can enjoy they are good as well.
You can get all types of hotels there. It would be better if you stay in some homestay, as it would be cheap and also be very much fun. As you are planning to go there in July, so you can get hotels and homestay at a very cheap price because it's not the season. It would be better if you stay near the beach.
If you want to stay apart from a crowded area then you can stay in Vagator in North Goa and Arambol in South Goa. It's quite peaceful there.

Cherra resort is very good. it is the oldest and we've personally stayed there. amazing staff and homely food! also closest stay for double root bridge trek.
It's really a good time to explore. It's not too cold and it's never hot in Darjeeling. I'd prefer to advice to take the Darjeeling Himalayan Railways, which starts from Siliguri and takes likely 7 hours to reach Darjeeling. If you are planning for a budget trip, then you can hire a passenger cab which costs far less than the train and lesser than 4 hours to reach.

For budget travelling try out beach shacks, if some are still open, but otherwise government owned hotels are pretty cheap and with best locations. as for the route - it really depends which side of goa you want to explore? in this off season both north (devar islands!) and south goa (awesome Portuguese villas) would have lesser crowds, and so you can explore the far off beaches. again this is the best time for going to the various waterfalls like arvalem and chorla! try while River rafting and fontainhas.
