Cochin International Airport in Kochi located 110 kms away from Munnar is the nearest airport with flights connected to all major Indian cities and abroad. Ernakulum railway station in Kochi is also major junction connecting to major cities all over India. From there you can go by bus operated by Private operators and Kerala State Transport Corporation. Or you can also book taxi or cab from the station. I personally think zoomcar is the best option.
