To answer your question in brief, there's absolutely no such thing of a ‘perfect time’ or a ‘right time’ to visit Goa. The city being an all round tourist destination has always something up its sleeve to offer its guests. Summer being the best to hit the waters and enjoy the beach shack along with a feast at the local eats. Monsoon season being the time where one can see the ever green paddy fields and rent a bike and ride along the narrow roads dotted with coconut tress alongside. And lastly the winters for the season of festivals shows and much more to experience. So yes, April or July or be it December, this city will give you a holiday to remember for sure. In April the weather goes upto 33°C and it's not a peak time.

Covid has been on a very bad surge my girl.In UTs like Goa people are not at all following precautions. Some of my friends have recently visited that place, people are drinking up and dancing all sticking around. In any case if you are okay with that and feel that you can take your precautions and go. Goa is an all year long fun place.
