Mountains have rainy season in July. So I would not recommend you to head to mountains in this month. But if you consider coming to north in early June then you can go anywhere in Himachal Pradesh or in Uttrakhand. For example, travel to Bir Billing where you can paraglide from billing to bir which is an unforgettable experience. Also, rent a cycle and go for an early morning ride when the sun is still rising.
You can also trek to Valley of flowers or to Brighu Lake or travel to Auli if you want to see the snow.
Northern part of India is usual hot in early July and monsoon reaches here by the end of July. If you don't want to visit mountains then you can go to Udaipur, Jodhpur, Jaipur. Try considering North Eastern side as well and go to Sikkim which is the best among all the destination I told you about.
Go to Bali. June is the best time to visit the place. It's cheap and its mesmerizing. You can also go to Vietnam and Cambodia.
Another destination would be Krabi and Phi Phi Island.
Europe (Switzerland) for sure if it falls within your budget. Alternatively, Eastern europe is equally scenic and much cheaper i.e. Prague, Budapest, Bratislava.
Yeah it's completely safe. you can add Rishikesh in your trip as it's gonna be happening during holi time. Bike trip can be little risky if you hate ballons nd water otherwise it's gonna be great solo trip. but there is one con in your trip snowfall would be negligible. best of luck for that

You can check Leh. Most beautiful place. And don't forget to add Tso Moriri lake to your itinerary. It is less crowded as many tourists don't know about it. And a lot of beautiful monastries are there. Few of them are

According to me.... You should try to go somewhere in north eastern India as june would be high on mercury, specially try to travel in himachal and you can also opt for nepal
I have been to kullu-manali last year. It actually depends upon the choice of place and budget. kullu is little warmer than manali coz manali is the most visited place according to tourists. so, kullu is cheaper compared to manali.
