It depends on the location. Normally, if it snows heavily, the telecom is affected badly, no signals and internet for a day or 2. However, in some remote areas only BSNL will work, like the Lahual and Spiti Valley or Leh Ladakh. Kullu valley has a good reception of all Airtel, Voda,JIO . If you go beyond Manali, the reception will be gone once it snows. So, before going anywhere, call your hotel or home stay owner for a brief overview.

Any time around the year is good to visit manali except for monsoon times. For snow lovers december to february For soothing climate march to june.
