Thailand is affected what I have read from Google. I had plans for April but no idea what the situation would be. since the virus effect is starting to show in India. Right now one of my friend is in Thailand for deir holiday... but whether you shud continue or delay your plan is completely ur decision. check out reliable news from Health ministry and WHO.

Yes, you can easily cover all the tourist attractions in Shillong in just 5 days but the current situation in Shillong is not good, 144 section is being imposed there since last week once check out the situation there with any locals there and then plan the trip or else you will end up sitting in room in Shillong instead of exploring.

Zostel. Zaltak Guest house.. these are cheap 250 per night per head. There are many places which provide accommodation at 200 per night at shared bases...

East india would be a better option . since the places there still are a little unexplored and also not that commercial.. so the crowd would be limited to only few numbers .. also foreign nationals do not explore that part of India much. Meghalaya, Nagaland, Arunachal Pradesh should be grt options.. The Nature there is at it's best and untouched by the modernity.. you would be actually mesmerized with its beauty for sure. hope this helps.

Hope you're aware of the recent news from WHO that Corona won't survive at high temperatures. Tamilnadu and Pondicherry are few of such hot places.. So you don't need to worry much but though you have high number of International people over there be sure that you have a mask while going out at crowded place and when only required..
