Are Delhi-Manali Volvo buses operating currently? Also do I need RTPCR if I am supposed to land in Delhi airport and switch to Manali bus (not staying in Delhi)?

Yes at delhi airport rtpcr require but you can travel by train withour rtpcr even you don't need for entry in manali
