Try Air BnB , there only you can find some cheap options because Hotels are very costly in December. So better to do AirBnB and then you can even negotiate with the owner of the place.

Hotel La portuguese very near candolim beach is an ideal hotel. pretty much in budget and has all what you need. You can book it from treebo's website or App.
