Munnar and Wayanad are both nice options, with plenty of natural beauty. Munnar is more accessible with plenty of things to do. It gets a lot more tourists since easier to reach from other popular tourist destinations in Kerala, like Alappuzha, Periyar Tiger Reserve, Kochi airport, Fort Kochi, Cherai etc. I prefer Wayanad cause I find it to be quieter. Periyar is also beautiful with forests and an enchanting lake. Difficult to say the cost, cause all ranges of accommodations are available. You can get decent homestays within 1500 - 2000.
Wayanad would be the ideal option because out of three Wayanad would be highly economical and view is also pretty good during that period. Happy travelling
Depends on what u wana see , if u ask me my choice wil be Wayanad, and if u have more time do club coorg also along with it. Munnar is also a good choice as its easily acessible from cochin. also can be clubbed with allapey as secondary destination.

Kochi - Beach Munnar - Hill station Day0- Reach Kochi and visit Marine Drive at evening Day1- Local sightseeing of Kochi https://www.tripoto.com/trip/places-to-be-visited-in-kochi-5bd813d850839 After visiting these places go to Munnar via cab or bus ( stop for waterfalls en route to Munnar) Day2- Local sightseeing of Munnar - Eravikulam National Park, Rose Garden, Mattupetty dam, Photo Point, Echo point and Tea factory. Wayanad will be the best option if you looking for something budget friendly and relaxing too. Do visit my profile as I have shared my experience there. it was a very relaxing and budget friendly trip just for 3D/2N.
Yercaud would be better as in 2 days you wont have enough time to see all places in Munnar or in Wayand.
Better to go to a place and see all places and relax than to rush around. Yercaud would be affordable and you can get good places to stay.
The journey to the top is very beautiful, it has loops of upto 32km. You can visit the yercaud lake. The view from Pagoda point is awesome. Their is also a temple nearby.
