Hey Akanksha, The budget trip in Himachal for 4 days can be to these places:- Manali - Shimla - Kullu - Kufri - Dharamshala - Mcleodganj See that all these places have a lot of stay options within budget (many hostels, AirBNBs, home stays) , and all of these are well connected by roads and public transport. Also the food is cheap and you get an ample of time to roam around in every city. Budget stays in Manali:-

For 4 days you can go to Kasol. The places you can cover are, Tosh, Malana, Manikaran, Chalal, Magic valley Trek. The trip wouldn't cost you more than 8k.
I recently make a plan to visit Himachal in December for 6days.. Kasol-Tosh-Manali..
for 4days Kasol & Tosh will be perfect. or you can visit Dharmsala-Dalhousie.. that also a good plan..cost approximately 10k for both plans..
Hey its the best time to go for manimahesh trekking in himachal. Its 14kms from place name bharmour in himachal and you need to pay just for you fooding. for lodging u can share room in 100rs(they provide bed on floor) if not take a room in starting of rs.400. its the best time since manimahesh treking is open just for a month after krishna janmastami.
Hi Akanksha , How are u , The destination suggested by mates are so far very busy and commercialized place. If you want to go for 4 Day trip, I would suggest you should go to Binsar. I went to Binsar Last October and It is beautiful place to visit. Amazing scenic View , Temples and Natural Cave which you will not get anywhere else. It was adventurous and amazing experience for me. Day 1 - Delhi - Binsar Aruund 12 Hours ride Via Nanital. You can hault for scenic view at Nainital. We stayed in Binsar at Binsar Eco Resort , in the middle of the jungle. Binsar is also a wild life santuury , so good option for trekking as well Day 2 - dedicated to Patal Bhuneshwar Caves. , Look for photos. Day 3 - Trekking and Visit to Jagesher Dham which has more than 100 temples dedicated to Shiv Ji. , A scenic drive through jungle to reach the temples. Day 4 - Back to delhi.
For budget vacation, Himachal is the best place to visit and the most beautiful indeed. You can visit the overly crowded places like Dharamsala, Mcleodganj, Shimla, Kullu, Manali etc. or you can visit remote villages of Kinnaur, Lahaul & Spiti and Chamba Valley. I would suggest that Kinnaur is the best place to visit right nowas it is near Chandigarh, almost 370 km and you can stop in Shimla for one day which is sufficient to explore shimla. Then for the rest of 3 days you can go to Reckong peo and stay in Kinnaur for 2 days and explore the less crowded parts.
Hi Akanksha, it is possible to travel Himachal Pradesh under budget. You can choose destinations as per your comfort and interest. In order to include leisure and adventure both in your travel plan, I would suggest you the following plan. Day 1 & 2: Dharamsala (Enjoy the hippie culture vibes by visiting some amazing cafes and restaurnts, triund trek)
Day 3: Bir (Best for paragliding and visit Sherabling Gompa)
Day 4: Prashar Lake (You can either do a trek or even go by a cab, do overnight camping here) Have a safe trip and travel responsibly!
I would suggest head towards Uttrakhand once.
