Hi, Vikas!
You will be needing an International Drivers' Permit (IDP) apart from an Indian DL to drive in Hungary and Prague. You can obtain it online through car rental agencies, but be wary of scams. Additionally, if you haven't yet created an itinerary for your impending trip you can refer to this for help: https://www.tripoto.com/trip/my-first-solo-trip-to-europe-when-i-traveled-to-budapest-prague-and-amsterdam-57ea9508be97e Also, attached below are some budget hotel options in Budapest and Prague for your perusal. Hope this answers your query. Let me know in case you need additional information.
Not sure about Prague and Hungary. Some countries like France, Germany allow you to drive with Indian license. To be on the safer side, I would recommend you to get International licence from your city RTO; it's a very simple process.
