If you are planning in August, I would suggest to rethink to travel.. weather is not so good.
Look for famous beaches where people generally stay....like Canlangute or Baga. If you like to spend a good night life then stay at Panjim.
Also decide based on how many people are going and friends or family. If you are going with friends like 7-8 of them then you can also rent an entire apartment. that comes with kitchen and basic cooking stuff....this will save your money.
Depends on your budget and purpose ,South goa has casinos mostly and Panaji is Mostly Industrial ! If you want to travel and get high :P , Stay in South Goa near Bagha beach ! Too many hostels and guest houses with a good service and cheaper price.
Take two wheelers at rent ,specifically mentioned “Two Wheeler” easy to park and roam around . And take it from North Goa , first check how much average your vehicle give , usually 30km Per Liter activa 5G gave. Do check at first day and remember in Goa “no one give you petrol in Bottle” .Be careful about petrol pump locations.
Apart from this all the main attractions are nearby North Goa only ,famous Church is in Old Goa.
If you are going there by Air , they have their govt. taxi service at fixed rate use it as there is no OLA /UBER .

Best place to stay in Goa would be either near to Baga, Calangute or Candolim. All these three areas fall under North Goa which is the party place of Goa. Try little India beach cottage at Naga for the stay. It's located right at the Baga beach. But if you wish to spend the vacation for relaxation and want a less crowded place then go for places in South Goa like Colva.

I visited Goa last year and I stayed at calangute at the eternal wave. This place is amazing and has everything nearby to it. We did enjoy our stay at this place. It has good infrastructure, service , good food and a swimming pool to relax in.
