Yes, there is night curfew from 9 pm to 6 am till January 5 in the four districts of Himachal Pradesh, namely Shimla, Mandi, Kangra and Kullu. So, officially there will be no new year celebrations in above mentioned districts.

Yes, like I said, it will be there till 5th Jan. Manali is the northern end of Kullu Valley so the whole Kullu valley has this curfew enforced.
