Yes but, you have cross Tanda jungle area which is very dense and full of wild animal. so there may be a chance of risk while bike riding solo at night from Bareilly to nanital. although road is good and after crossing haldwani ,(kathgodam) hilly terrain will start which will become more tough for driving in late nights.

Both are good in winter based on what you are looking for. Winter is always the best time to visit Goa. The weather would be very good to enjoy the beach. The same way if you want to experience snowfall, Kashmir would be a great place, but please remember it would be very cold during that time.
