It take depends on what you are expecting out of scuba diving. If you just want to get an experience then Goa is best. You get scuba package with other water sports for 2.5k. Scuba will be for 10 mins. If you want really clear water then Andaman is best. Netrani is also good but it's expensive but clarity of water is better than Goa

Believe me, lakhadweep underwater visiblity is so great that you will went for it everyday of your stay.
